On the Office's Mandate
The founding of the Office, and the appointment of its principal as Special Representative for Trade and Investment.
The Office of Trade and Investment opens to serve one defined need: a private point of entry for investors and operators establishing themselves within Próspera ZEDE and the wider Honduran framework. Where a venture entering a new jurisdiction would ordinarily retain counsel, accountants, compliance advisers, and financial intermediaries separately, the Office holds those disciplines within a single engagement.
On 23 June 2026, the Próspera ZEDE Office of the Technical Secretary appointed the Office's principal as Special Representative for Trade and Investment, pursuant to Administrative Action §6-1-06-23-2026-06. The appointment runs through 28 January 2029.
We describe it with care, because the distinction matters. The appointment is honorary, non-binding, and strictly representational, and it is held ad honorem, without compensation. It is a recognition of professional standing, and the Office is proud to hold it. It is not a grant of governmental authority. The Office of Trade and Investment is, and remains, an independent private advisory firm; it does not act for, speak for, or bind Próspera ZEDE, the Office of the Technical Secretary, or any entity in the Próspera ecosystem.
The appointment reflects a body of work rather than a title conferred. The principal served as Director of Financial Supervision at the Roatán Financial Services Authority, built out the Roatán International Financial Centre, and serves as a Trustee of the Próspera Trust through one of his companies. He holds a Master's in Banking and Financial Regulation from the Universidad de Navarra, where he teaches, and works in Spanish and English.
That is the ground the Office knows from within. Its purpose is to place that knowledge at the disposal of clients who choose, voluntarily and on professional terms, to establish and operate within the jurisdiction.
